Enable the plugin - seems disabled by default: "content - vote" in plugins manager. I see it in my yet-to-updated 5.1.0 site.
The Plugin is included in the Core joomla download.
Did your update to 5.1.1 succeed without issues (apart from the vote plugin problem)? Did the vote function work before updating?
